Any of the resorts along Sabang beach are very affordable (ranging from 500PHP to 2500PHP a room).

Just take an early boat from batangas and you will be mobbed as soon as you get to Sabang by people trying to rent you a room. Just get them to show you some, pick the ones you like and haggle a little and you are assured of a bargain.

Porto Fino in Sabang is nice, and the smaller rooms are cheap - I think around 1,800.
