If it's blocked by your provider or your network administrator, then chances are no.

It's possible you could use what's called a proxy, like Tor, to do this.

IM A LINUX BASED NETWORK ADMINISTRATOR AND I HAVE BLOCKED A WEBSITE FROM MY SERVER WHICH NO ONE CAN ACCESS
WELL TO ACCESS IT YOU CAN GET AROUND THE PROXY SERVER BY CONNECTING TO THE PARTICULAR WEBSITE via ANOTHER WEBSITE LIKE KPROXY12 ETC ETC. I WONT TELL YOU SOME HACKING TECHNIQUES SINCE IM A SYSTEM ADMIN.

you can try going to www.cantbustme.com you can try this until they block but once they find out you guys are getting through to certain sites theyre gonna block it so try and keep it low !!!!!!!! have fun :)
