For smudges, damp cotton cloth...Do not use abrasives or cleaners on a cd or dvd to clean them....
For scratches, Wal-Mart or Best Buy sell a cd cleaner that sands down the surface of the cd for $30....

A little washing up liquid and a lot of water with a very soft cloth or tissue, rinse under cold runnin water and then dry gently being careful not to scratch the surface
