no it's your fault. if you hadn't taken it in the first place and are a law abiding citizen then the police wouldn't have chased you in the first place. it's there job to catch people like you so it is your fault as you started it first. it was no accident as you intended to take the car therefore you knew the risks involved and what can happen if you did it so you did it with intent. basically you are a murderer

Its the the car owners fault. If they hadn't left it lying around where you could take it then this whole thing would never have happened.

I would say the poor sap who doesn't hear the sirens or see the lights deserves to be thrown through the air and land on their nugget thus making them the idiot they were before the accident.
