If she were a mother of young children - yes: they need her as the anchor at home and there is no substitute for her reliable presence. If she is single or with grown-up kids; and if she feels she has a lot to contribute to the world outside her home... making her stay at home becuase of a pithy saying is a waste of human resource and a diminishment to civilization.
