Yes, though Military is a serious training that is deficient in too many territories. Sending any to foreign territories is for economic and resource protection, including the resource of population. It's very common war time rhetoric once surfaced in Vietnam war too. 'If we don't fight communists there we'll be fighting them in our back yard.' Or something like that.
