Procedure for data verification in economic surveys?

Question

We received data from different government departments and compile them and publish survery. Now i want to develop a procedure to varify the received data. Kindly help me out what will be the procedure / process flow chart etc.

-Summarize existing data
-identify a sample set to verify
-Sample the set and review for accuracy
-Confirm sample set data
-repeat with another sample set
