Is this true, or can they do more or less when it comes to using physical force?

The laws on self defense vary by state - so where you are makes a difference. Rather than get legal advice of this type on a system like this, you should consult a local attorney and/or a trade association that represents bar or nightclub owners.

That having been said, "equal force" is not generally the issue or standard in self defense.

The general rule for self defense is that you can only use as much force as is necessary to stop the attack, and that you cannot use a more lethal category of force than your attacker.

The broad categories are brusing (punches), bashing (sticks), cutting (blades), and firearms. So, you cannot use a stick to defend against someone who is barehanded, and cannot use a gun to defend against a stick.

Details vary based on relative size and physical strength, so a small person can use more of a weapon to even the odds when defending against a larger more powerful attacker.
