It's meant to look liek one of those windows boxes from windows but it says stiuff like, did you know your computers at risk and stuff and when i click the cross it opens a website and it keeps coming up.
Also when I turn on the computer (we have broadband so net is always on) a little information bubble will pop up saying 'This Advertisement delivered by Uptown Engine' then a website will open up automatically at it's usually some sort of gabling site or something I don't want to enter etc. but I don't know how to stop eitehr coming up.
I've done a Virus scan and all is clear.
I recently downloaded Zwinky and if that is the problem I can't find it on the Delete Programs menu so what do I do?
Please can someone help me :)

Might be an ad-ware problem.
Ad-Aware will get rid of most, if not all of it. You may also want to consider getting a pop-up blocker, which many web browsers will already have within them.

Following 3 items are must to resolve your issues:
1. Get a good anti-adware products. Download free version of adware se from lavasoft:
http://www.lavasoft.com.
After installing, update the software and run it against ur harddisks. Majority of issues should b resolved with this step.
p.s.: This should get rid of little info bubble thats keeps bugging u at pc start :)
2. Get a good anti-spyware products.
Try free AVG anti-spyware from:
http://free.grisoft.com/doc/20/lng/us/tpl/v5
p.s: This should help as in step 1
3. To block unwanted pop-ups while u browse, you may want to use browsers like Firefox 2, Opera or IE 7, with inbuilt pop-up busters.
Or You can download and install many free pop-up blockers available on internet.

First if you get a window that just pops up dont ever click on anything except the red X to close the window.
What kind of Anti-virus do you use?
What kind of Adware/Spyware protection do you use?
If you do not have an Adware program which it sounds you don't or if you do it is not updated you should download a program called "Adaware" you can get it free here........

you can google the query and install an appropriate pop-up block software that you get freely on the net.
