Unless you have a visa, then you can't get a place at any UK college. And student visas are very restricted as to whether you can work while you are here. You have to prove that you have enough money to support yourself WITHOUT working.

I don't know where it is because there is no 'Central College' in the UK as far as I know. If you are Indian, without a British passport, you won't be able to work in the UK without a work-permit and you can only get one of those if you can prove that there is no one already in the UK who can do your job, which clearly will not be the case for casual part-time work. Anyway the pay for part time work in the UK will not be enough to meet your living expenses let alone your tuition fees.
