It is called cutting corners to save costs.

All medical groups do it, Kaiser is notorious for it.

Kaiser is in the business of making money. It is basically a socialized form of medicine, therefore, the only way it can be profitable (i.e. make money) is to LIMIT care and services rendered. This is basic supply and demand principles. If you want quality care, you will need to go outside the managed care arena, and you will pay more for it. There is 'no free lunch' in healthcare (or any other industry).
