Use a matt emulsion. If you have been using the shower regularly, the walls will have retained some moisture, and matt emulsion allows them to dry naturally. (Give it a mist coat first, 50/50 water/paint, to allow the plaster to soak up some of the paint before applying 2 full coats).
You would usually use a vinyl emulsion in bathrooms, as this protects the walls from recieving damp, but they must be dry before you apply it, as the residual damp has to go somewhere.
I would use matt, and then redecorate in a few months, or a years time with vinyl emulsion.
Wallpaper isn't very good for bathrooms, as it has a tendancy to peel with the steam. But if you use a good paper suitable for bathrooms, and have it hung well it can be ok.

Wallpaper and bathrooms can be a bad mix as steam might make the paper mould or peel off. Much easier to use a paint specifically designed for steamy areas like b'rooms and kitchens, there re plenty out there. My builder says plaster can take a year to 18 mths to dry out properly so be prepared for some cracking still so you might have to fill and repaint later on.

if its still bare plaster its best to give it a very thin coat of emulsion first so that it soaks in slightly and gives anything you put on top a key.
then I'd say its far easier and better to emulsion over that with your chosen colour.
emulsion is easier to change if you get fed up with it, and much easier to clean
also you need paper & paste suitable for a steamy room if you go with paper.

If you can afford it I'd go for tiles,our bathroom walls were painted and the paint ended up with something like a cracked glaze effect to it then started coming off,we then tried bathroom paper which just started coming off at the edges and bottom so we had it fully tiled and now have no problems

i wouldnt wallpaper anything, i assume emulsion is plain old wall paint, i would go with a satin or simigloss wall paint or ceramic tile.

go for a Matt emulsion, its easy to repaint at a later day. If you wallpaper when you come to get it off, you'll find you'll damage the plaster

Wall paper will give you a problem eventually, with all the steam and moisture. I would use an oil based enamel to paint the walls.

I would use bathroom paint personally, but if plaster is bare, seal it first with plaster primer to make the paint stay on the walls
