Sometimes on the freeway, the RPM goes up and down between 3,000 and maybe 2,500. Is it the pistons and cylinders or the timing?

what size is the engine ? the 4 cylinders can jump around like a paint mixer and be normal , the V6 will idle a bit weird , the highway reving thing is strange , if it's an automatic is it topped up on fluid ? if your getting a stable vacuum reading your automatic trans. or torque converter could be failing

Difficult to diagnose from your very brief description, but if the RPM is changing and you are giving it steady throttle I'd check the fuel system for blockages- how's the filter? An ignition problem is unlikely on an 89- it would most likely stop the car altogether.

verify your throttle linkage. verify for vacum leaks. would be fairly some issues seeing those vehicles are becoming older. did u pull purely the tranny to alter it or did u take the motor out for another reason? u can e mail me at jump454 at gmail and that i'd be waiting to help ya out

could be a lot of thing, vacum leak,filter,injectors,if it has a lot of mileage check compression.
