The various overhead photographs are recorded but I suspect they must have been done on many different dates and that Google Earth must re-do them on a regular basis.
The view of earth is something the photo intelligence community would call a "mosaic," meaning the entire picture is made up of many smaller parts.
I do know of at least one view that had to have been photographed in November, 2006. I can't speak for others.

Recorded over different time frames. Some are old 1960's vintage and I have seen some as recent as the summer of 2006.
They are not all satellite images.

No its not live. The images you see are anywhere from 3 years old to over 8 years old. They are images taken from ariel photos and satellites. The government doesnt release this data for at least three years to the public.

My house is three years old and when I look at the area on Google Earth it is not developed yet.
