All you really need is Notepad or any other plain-text editor. Learn HTML and CSS, then do the coding directly into your text editor. I recommend Creating Web Pages for Dummies (http://www.amazon.com/Creating-Web-Pages-Dummies/dp/0470080302/ref=pd_bbs_sr_3/105-0984288-7766013?ie=UTF8&s=books&qid=1174459064&sr=8-3 ) - it is an excellent resource for people who have no experience doing any web site creation. It covers the basics of HTML coding, and the various concepts involved in getting your site from design to implementation.

Programs like Dreamweaver simply generate the HTML code for you. They can be useful for those who don't want to learn HTML, but it's really quite easy - most people can do it in a week.

Edit: RE your additional details: Typically what most designers do is create a mock-up of the entire page in Photoshop, then figure out how to code the layout (generally by breaking the design down into a grid), then exporting slices of the Photoshop layout to JPG or GIF. Then it's just a matter of writing the HTML code to position the slices together as necessary.

Also, try to avoid typing in all caps. It comes across like you're shouting, which is rude.

actually if you have the photo you want for the backround you can look up myspace layout generators and they walk you through how to make one yourself.
