I guess that would depend on how hobbits treated sex, since Gollum's only chance would really be back when he was Smegal (who was not unlike a hobbit). It seems to me that they are pretty conservative about it, judging by Frodo and his gang. So I'm guessing yes, Gollum is a virgin.

I bet he's a wicked stroker. He seems too obessesed about his "precious" ring, to be interested in getting laid. Besides, he's got small hands. Maybe the ring didn't even fit on his fingers anyway. No wonder it was so precious.
