I guess that would depend on how hobbits treated sex, since Gollum's only chance would really be back when he was Smegal (who was not unlike a hobbit). It seems to me that they are pretty conservative about it, judging by Frodo and his gang. So I'm guessing yes, Gollum is a virgin.
