Depends on what his interests are, what experience he has, what plans he has access to. Probably an easy place to start is to buy the plans catalogue from Marine Modelling International which has 100s of plans for teh scratch builder. He might be best off if its first boat build to buy a small kit such as the Model SLipway RTTL which is only £45 including motor and that would help develop his skills and give him a flavour for boat building

Well, go sailing,
Watch some really good movies with boats like the Hornblower series, or Master and Commander.
Just fuel the fire he already has lit.
