In general YES, if you don't vote you shouldn't complain.
But someone could have been say 17 at the time of the 2004 presidential elections. They are now 19 and of legal voting age but couldn't legally vote in the election. They didn't vote but still have the right to complain.

To a certain extent. If the lack of vote is from apathy. Thosehave no right to complain.
However there are a growing number of people who are not voting from a growing frustration that all the canidates are interchangable and not really caring about the issues of the common taxpayer or the true welfare of this country. They have a right to complain, as the lack of vote was in the interest of the countries welfare.

I do now, but it was not always the case. I think it took me to see an example of someone I know who doesn't vote and also doesn't complain to see that if I have the right to vote and I expect something useful to come out of my participation, I need to vote.

Absolutely. If you don't like who is in charge now, vote next time to get them out, until then shut up and quit complaining..you didn't help the situation

Yeah pretty much. You are given a chance every couple of years to make a difference in our government and if you don't then be quiet or get voting.

Yes, I do believe that to a certain extent, although, there have been times,
when the choices are so ridiculous,
you feel like saying "what's the point?"
