Wont remove them but will make them play like new. Get some toothpaste. Any kind will do. Wet the toothpaste a bit and rub in circular motions onto the side of the cd that is read by the playstation. Once it has been coated, let it dry for a while. Then under cold water rinse off all the toothpaste and dry the cd. Be careful with what you choose to dry the cd with. Let it air dry first and then wipe it down with a cd towel. Will work as good as new. I do that with all my old cds, ps2 games and xbox games.

put a lighter and sort of heat up the side that plays, it should melt the plastic a little and fill in the sratches. you have to move the flame around it and be careful not to burn it.

if you know anyone that has a ps2 around you, switch it without them knowing.

thats what i did with my cousins new ps2 about 3 years ago and he never found out since
