I would say sooner rather than later although there is no one correct answer. Depending on your area of study, there may be auditions, portfolio reviews, interviews before you could be considered so starting the process in November - January would be smart.

If you are a good student with a good record, acceptance will probably go smoothly and it would be nice to have the plan resolved early so you aren't worrying about it. On the other hand, if you aren't a top student, or if the school(s) you are considering are very selective, applying early gives you flexibility to check out multiple options in case you aren't accepted at your first choice.

In my program, transfers are essentially put on hold from about mid March until the end of April. We keep track of numbers and at that point we stop accepting new transfers until all current students have set their schedules for fall. I think that is fairly common too, because we don't want to accept someone if we don't have space in the program. So applying late may mean a delay because in May we start looking at applications again if there is still some room available for new students.
