aren't we suppose to always carry id on our person? i would imagine that there are reasons for that - like proving who you are when asked?
aside from that, why would you want to refuse? unless, you enjoy trouble, of course.
though i would encourage anybody to protect their own safety by pulling over in lighted, populated areas when you see the red lights behind you, i also strongly encourage you to avoid trouble by complying with an officer's requests. if you feel wronged, you can always take it up later when you are not subject to the inquiring officer's control. it is just good sense.

You have to show it if you have it but you can't be arrested for not carrying ID unless you are driving. You also need it to prove age if you have been drinking or smoking. If you aren't carrying ID, expect to be questioned extensively on the spot but unless you actually fit a description or are creating a nuisance or lying to them all they can do is inconvenience you.
