Because runners usually have a harder time drowning than swimmers do!

Well, a jogger may get a cramp and decide to stop and sit or stand because it hurts to move the cramped muscle. If a swimmer gets a really bad cramp they can't usually stop and sit to wait for the cramp to dissipate. Some can panic and end up hurting things more than helping. When swimming, it's always more dangerous than jogging because humans can't really function in idle mode in water. They must be always moving, or they will drown. You can't always keep moving when you have a cramp, depending on where it occurs and the intensity.

i don't know for sure. maybe because if you're in water and you get a cramp, most people freak out, so they have a higher chance of drowning.....??? i don't know. seems like you use more of your body muscles while swimming than jogging.
