wash them in hot water, then put them in the dryer on high.
it'll work, but only temporarily. by the end of the day, they'll be just as stretched as before.

This problem happens to me when I buy the "stretch" jeans with either Lycra or something stretchy in the denim material. The only way to tighten the jeans after wearing them is to throw em' in a dryer and they will shrink back to the original size. If you are talking about slacks/dress pants, you would probably want to bring them to a trusted tailor and have them alter them for you.
Other options can be to buy new pants.
If these are really your favorite pants and don't want some other pair, then you might have to consider gaining some weight.

Don't by items with stretch implemented into the material. Or like everyone else said eat more or buy smaller pants.

They need to be alterated. This happens to me too so I know what it's like especially if they have cotton they tend to lose shape. Have them taken in at the waist to avoid the drooping ORthrow them in the dryer for 5-10 minutes to shrink them temporarily.

Take them to the tailor, Dry cleaners have seamstress's that will alter them also.I have this problem also, so much so that I have to have specially made quadrouple 0 tailor made for me. Sometimes people can't see me Helllllllllllp me I'm faaaaaadiiiing awaaaaay. Get real People!
