There are many kinds of laws. Laws that set standards and expectations. Laws that define goals. And laws that define crimes. Not everything that is illegal is criminal.
Even then, there are many types of crimes. Crimes against people. Crimes against property. Crimes against the community. And crimes that are victimless, but where some majority decided they didn't like what someone was doing.
Speeding is illegal. Prostitution is illegal in most places, but not everywhere. Taking some types of chemicals are legal, while others are illegal. Age of consent varies by state.
So, there are many actions that are legal in one place, yet illegal in another. Why should someone feel guilty of doing something if even the lawmakers cannot all agree that it should be illegal?
Besides, guilt is based on morals, which arises from religion. Many laws attempt to impose one set of religious dogma, based on whatever the majority believes. But if you are of a different religion, why should you feel guilty doing something that you religion allows, just because someone else's religion doesn't approve.
And then you have the "ends justify the means", which is the favorite Bush regime excuse for violating federal laws.
There are lots of reasons, depends on the context, that someone may not feel guilty for breaking the law. That doesn't automatically mean they have no conscience at all, or that other laws aren't important to them.

there are some things if not taught early in life (in childhood) that a person never learns. Some people actually were never yelled at, corrected, or their mistakes brought to their attention when they were a child so they go on living as if it's ok to do certain (bad) things and some feel since they were never stopped then they can get away with anything. Those that don't have guilt will eventually get into trouble and someone will teach them a lesson, maybe even a hard lesson, and maybe they will learn from that or maybe they won't.

Ok. I think your question is a little silly.
I speed every day on the way to work. I don't feel guilty, but yet I committed a crime. I brought cigarettes back illegally across the US/Mexico border. I don't feel guilty, yet I committed a crime.
Don't you think it is relevant WHAT the crime is? ANd, don't you think you might be able to commit a crime and not feel guilty, if you were justified in commtting said crime.
And, someone said report him. Don't do that. Aren't you a little old to be "TELLING MOMMY"

You didn't say what kind of crime.....misdemeanor or felony.
It could be a number of reasons (all of them bad):
1. He has no conscience.
2. He justifies what he does by feeling the world 'owes' him
3. He has total disregard and disrespect for the the law and probably thinks won't get caught 'cuz he's smarter than the cops.
4. He is sociopath or psychopath who does not have the mental capability to feel guilt like normal person would.

Did Ned Kelly feel guilt?
Did the Sundance Kid feel guilt?
Or any other outlaw-turned-heroe after other's changed their mindframes.
Jesus was against his government and religion as well!
Why would someone that believes they are doing something for the right reasons feel guilty?
Although, the sick, depraved criminals do have something seriously wrong under the hood!

Several reasons I guess. But it's like what came first the chicken or the egg? Meaning that either they are on dope and can't feel a thing or they are too angry,decieved by their believes for not having had it any other way throughout their lives. For not realizing that there is a "God" and that they are not it "Him" etc.-etc. But eventually either one gets with God now,tomorrow,etc.-etc. But eventually we all do arrive to that appointed day!

cause he probably doesn't think he was wrong, some things shouldn't be illegal , it really depends on how severe the crime was tho i mean if it was really bad he could be psychotic, but if it was some little crime then who cares
