Do you mean the ones you wave, or the ones that hang? For the ones that wave, cut mylar strips 3-and-a-half inches by however long you want.
For the hanging ones, since the streamers are symmetrical, you could just measure and sew.
I've seen some done in felt so you don't have to hem, but you could use any beautiful material. If it's thick you can hem it or use a binding around the edges. If it's a thin material you can sew it like a tube and then turn it right side out, then iron the edges.
I've seen some elaborate ones that were made like table runners, with quilting skills and reverse applique. But then the ones made by children or disabled people, with felt pieces glued to felt streamers, have a special beauty.
