VLAN is layer 2 which mean it operates on MAC addresses versus IP addresses. Today, there is essentally only Ethernet LAN, i.e. Token Ring is no more. Thus VLAN is 2 or more Ethernet systems on the same wiring structure. For an Ethernet switch, broadcast packet will only propogate on ports of the same VLAN id.
