You probably have a program running on your PC while trying to defrag. Make sure no programs are running and disable any screensavers or it will interrupt the defrag.

Probally this is a space issue. I had a Win 98 and it was always giving me problems cuz of my daughter downloading every anime pic , mp3 or video on record . Burn these to discs and delete . Also as said before if you have some programs that you dont need (weather bug, kazaa, too many instant messenger programs) Delete them and then defrag . Then you can add your programs back.

Boot your pc into safe mode, f5 at the win98 splash screen, disable the screen saver, exit all programs in the system tray. Then run defrag.
Any program accessing the hard drive will interrupt the process, after it is interrupted 10 times, it will stop.

Windows 98 was horrable with that. Is the disk full? or close to full? Try to uninstall some programs and free up some space. (reformat if you have a 98se disk.)..

You probably have Norton Anti Virus running. Turn off auto protect.
