Excellent question! I guess undead Japanese girls are exceptionally creepy.....though the little boy in "The Grudge" had his moments.

They need their long shoulder-length hair to mask their usually disfigured face, which they reveal during those climactic, scary moments. It's a tried-and-tested scare tactic, especially in Asian cinema.
