Please use my solution first to see if this works.
256MB of memory isn't that much to begin with, but loading the internet shouldn't take that slow. You mentioned a SVCHOST.exe.
Sometimes, if the SVCHOST.exe takes up a lot of your memory, then it is a memory leak. To fix this, obtain a hotfix from Microsoft or end the process through your "Task Manager." I end it a lot on my computer and it works fine and fast. Just end the largest one, the rest should probably be left alone.
Now, to clean out your computer, run ATF Cleaner 3. You can download it from here :

256 RAM is not a whole heck of a lot. 512 is considered minimum today. It should not take you 10 minutes to get online. Let me give you a checklist given to me by someone more knowledgeable than I.
Many users are not aware of how much RAM is used by wallpaper and/or a screensaver full of graphics. They run in the background and consume memory. (I have only 512mb RAM, run multiple programs simultaneously, and have set my wallpaper and screensaver to blank.)
I don’t do games, but I do know they are primarily graphics which need and use a lot of memory.
- How many programs do you load at startup? Maybe you should check it out and ensure you are running just what you need on a daily basis. For anything else, you can wait a minute.
To do this: cl Start, cl Settings, cl Taskbar and Start Menu.
cl Start Menu, cl Customize, cl Remove.
cl the icon for the program you wish to remove
then cl Remove.
There is also a “Disable All” button.
This will prevent the program from loading at startup, but will not remove the program from the hard disk.
When you are working in a large file, save frequently to restore full memory access. (Your work remains in memory until you “save” it to disk.)
Did you run an error check? Open My Computer,
Right-cl on C:, Select Properties, Tools – Run an Error Check ( checkmark “check all and fix); then run a Defrag
Are you using Yahoo Toolbar? Run a full Norton Antispy.
From IE, click Tools, Internet Options
delete cookies
delete files (offline files)
clear history (set days to save to 0 if you want)
click o.k., and Restart
click Start, Programs, Accessories, System Tools – run Disk Cleanup
click Start, Run ipconfig renew (type ipconfig space renew)
All these things should be done regularly. The more frequently they are run, the less time they take.
Note: Games and videos are mostly graphics. Graphics create large files. If this doesn’t help, you should consider getting more memory.

You've probably been hit by loads of spyware or viruses. Invest in a comprehensive security suite for your computer as soon as possible. Reformat the hard disk if necessary. I've been hit with several SVCHOST.EXE before on my old computer. I now use Norton Internet Security 2007 and my desktop's running along really fine. Please try this & if you find it not good but excellent than make it a habit, you will never have a problem with your PC.
Do the following thing on your pc regularly.
First of allTo increase your virtual memory open control panel double click system folder on opening page click advanced than chek before Adjust for best performance. than click advanced in coming window you will find virtual memory click setting. Select drive on where you want your virtual memory to be. then click custom and change the file size by typing your initial size should be 1024 MB at least & max size should be not less than 2048 MB.
1. Search for temp files( In search box type *.tmp) click search. Delete all files that appears after search.
2. Than as above type *.log & do the same.
3. Search Temp folder Delete all it's content.
4. Search Temprory Internet Files & delete it's content.
5. Run updated Antivirus & Anti spyware.
6. Run disk cleanup from system tools in accessories.
7. Than defragment your drives twice from system tools Defrag.
8. From run type msconfig > enter > click on startup un check all checked field except of antivirus & anti spyware. Choose & click services, Check beside hide all MS Services. In
remaining list uncheck all except Anti virus & Anti spyware services click apply click ok you will asked to restart click restart. You are almost done.
This will make your system considerably faster but one very essential action has to be taken and that is cleaning Registry which is the main reason of sluggis system. Dowload
WIN XP Manager or tuneup utilities install & clean. Try with win xp manager,s 1 click cleaner. You can download it from
www.softarchive.net. It requires dotnet fx so you will have to download it also. First you will have to install dotnet fx. It is free & you can get it from site of microsoft. Your PC will
become as fast as it was when you purchased it as new or a bit better.

ok you have several problems.
First you need to remove the spyware - I use Spybot Search and destroy and Adaware SE both of which can be downloaded free of charge - just update the definitions and clean it out.
Since you have such little RAM make sure that you remove programs that do not need to be on your PC and remove junk by going to Start, Programs, Accessories, System Tools and Disk Cleanup - check all boxes and start it.
I would seriously think about a RAM upgrade also - RAM is very cheap these days.

go download.com - search for Adaware. download, install and scan. There are lots of websites that load cookies, popups, adwares, etc into your system and these malwares run when your windows boots up and it tries sending out data to the internet causing your connection speed ot crawl.
so u clean up all these rubbish and your system should be back to normal... 256Mb RAM is not really ideal - 1Gb is. 512=OK.
but do scan regularly...u should be ok

If you have installed some new software lately then more than likely its Driver Conflicts! This will reek havoc on your system!
Try uninstalling some of the software that you installed lately and see if that fixes the problem...That's what did it to me once and sounds exactly like the problem I got all of a sudden...
