Both, it's the civil thing to do.
Besides, you would invite both to say a wedding or a party, in the same manner, it would be proper to express your condolences to both. Doesn't matter if you would only want your friend at a party and not the spouse whom you have no interest in or think is a sod - but for her/his SAKE you always invite the opposite number as well so as not to offend.

Think of it like this, if someone close to your spouse passed away, would you feel offended or feel 'left out' if the condolences were only directed to your spouse? Off course you would, because you and your spouse are a unit. Life is a journey and you hold each other's hand as you walk through it.

Something like this:

Jack and Jill
We are so sorry for your loss.
Our prayers and thoughts go out to you at this difficult time.
Sincere regards
Tom and Jerry

I would say both.. just to be fair depends how close they spouse was with the mother

it would only be addressed to her, but if you wanted to include her spouse you could, just to be nice about it to him. sorry for your friends loss. i know what its is like to loose parents. have a good day
