Should we arrest someone because he/she MAY be a terrorist? Absolutely not! If we justified doing that, than why not arrest someone just because he MAY commit a murder, or MAY rob a store, or MAY drive drunk?
A terrorist should be arrested because he committed a criminal act, such as blowing up a shopping mall, hijacking a bus, etc. To say that someone should be arrested because he may be a terrorist is simply a way of saying that someone should be arrested for fitting a certain profile, something which is supposed to be illegal in the United States.
It hasn't been that many years ago since it was legal to arrest a black man simply because he had the nerve to walk through a white neighborhood at night, on the premise that the only reason he could have for walking there at night was to do harm to some white person. Is this really the kind of society you want to live in? If so, then I'm sure there are plenty of nations out there for you, but the United States is not, I hope, one of them.

An example of a terrorist, is a person or organization that goes around talking about doing harm to governments or just people in general. They could be taking about blowing things up, setting fires, using guns to kill people a whole bunch of bad things of which I am not going to mention. If you suspect someone of plotting to do something bad report them to the police ASAP. So they can be put in jail out of harms way. Some people it seems would rather wait until the act has actually taken place before they would report it and that is wrong. Lets say one of these terrorists talk about killing a friend of yours, are you going to wait until they are dead to do something, of course not, your going to take action right away so you can save that persons life.

Yes, how will we know who they truly are unless we arrest them.
All terrorists that are under suspicion should be interrogated.
All terrorists have one particular matter and that is to kill anyone that do not submit to Islam. Ironically the meaning of Islam is Submission!
