It makes a central point of informaiton sharing, such as a bulletin board at a apartment complex where people can post notes and trade items with each other.

They tend to be biased to the people who use them and ignored by the people who don't use them, so the community is usually misrepresented by a handful of antisocial misfits who love to manage centers.
