I usually by wipes at Wal-mart. So far I have found them to be the best price. Another thing to watch is amazon.com. Sometimes they offer a $10 off $49 in groceries. This includes diapers and wipes. There prices are competitive, so the $10 coupon is a good saving (plus shipping is free so you don't have to worry about that).

WalMart and Target sell the box of 9 packs for $9 and change. Walmart tends to be a few cents lower, and if not will compete with other prices if you have proof and want to hassle with it.
ps: I just learned that pampers has points codes on all their products. enter them online to obtain prizes. Points that matter, amazing, huh?

Probably Wal-Mart. I bought Parent's Choice baby wipes (the unscented, the scented ones smell like poo). They're cheap, thick, and work just as well as Pampers. I found Huggies were the worst baby wipes that I tried. They're a whole lot more expensive than Parent's Choice and are thinner.
One tip-keep wipes around even after your kid is potty trained. They're great at getting pen marks off your child's skin! And they can double as Handi-Wipes if you go out to a restaurant or something.
