When women (not girls) show cleavage, they are asking (nonverbally) to be seen in a sexual manner. 13 year old girls should not be viewed in a sexual manner by anyone, anyone who does is just asking for trouble.

When I was your age I had a C-cup and it's only gotten worse since then. At the time, I was so clueless that I wouldn't have known what cleavage was. However, I have since learned that breasts of a certain size tend to have cleavage whether we want them to or not.
Wear what's comfortable to you and what your mom would approve of.

It depends in what context. If it's done purposely, then no, but if she can't help it, like in a bathing suit or in a lower cut shirt then it's natural. The style has changed a lot since I was 13 (which was only 6 years ago) but I think younger girls dressing to accommodate their development is fine, as long as it's in a classy manner.

I would definitely say no. Guys are wired to be turned on by what they see. It may not always be easy but help'em stay good by staying covered up (you'll also save yourself some serious hurt & heartache by staying covered up). I promise that you'll develop much higher self esteem and also will attract a MUCH better quality of guy by not showing cleavage. The integrity and self respect that you will receive through your teen years from choosing to be modest will serve you well for the reset of your life.

it is definitely okay to show a little more body like legs or a little shoulder here and there. but a 13 yr old girl shouldnt show her boobs or wear too low of shirts. if a shirt is low, wear a tank top or something under it to make it a little more sophisicated. if you show a little leg, cover everything else. clothes need to be modest but it doesnt need to cover up everything. You can look at how Brenda Song dresses in the Suite Life of Zack and Cody or how Hannah Montana dresses for examples. 13 yr old girls look up to them, and their outfits are styling but not too revealing

The trick is not to show too much, skank is not in.
you can show cleavage and not look innapropriate
Try this dont buy the dropped V necks it may be much, go with the scoop necked and choose your desired level of exposure, hoping its not too low.
you can also go to Old navy.com and look for many varieties of shirts with all sorts of drop necks and stuff.

I assume your refferring to yourself. If I was the mother of a 13 year old who walked out wearing something low-cut and showing lots of clevage; I would march her right back in her room and make her change, either that or she would go. It is not acceptable for some that age to be showing skin.
