I want to import a diesel range rover (at least a 2000) to California, so that I can use bio diesel in it. Is this possible? Any information would be great.

It's next to impossible to import a car to the US if the manufacturer hasn't passed DOT and EPA compliance. Since Landrover hasn't imported Diesel's recently, you would need to comply the vehicle yourself. This is a very expensive process. It may not even be possible for a Diesel car, since the specialists that do this are unlikely to be familiar with the motors. There is a list of registered import shops somewhere on the EPA website.

California is much worse than the rest of the US. California's Clean Air Board has always made it's own rules as far as pollution restrictions. In particular, they have had a bias against Diesel motors for the last several years. The only manufacturers who import Diesels to the US are Mercedes and VW. Until this year, their cars have only been compliant in 45 states, the other 5 states are California and four others that have adopted California rules. I wish the news was better, but what you are looking to do is impossible. The best you could do is to import a vintage LR, one that predates current CARB and EPA rules.
