Employment law is actually pretty simple: pay overtime for hours worked in excess of 40 per work week if the employee is nonexempt. Dont discriminate on the basis of age, sex, religion, national origin or physical ability. Beyond that employers can do what they choose....the fact that your boss has favorites isn't illegal. Poor management--yes. Illegal--no.

Are you not in the group of people he offers promotions or raises? If not, ask yourself why not? If you are truly looking out for the welfare of the state of is there some green, something develping in you? The main issue with the legal system in the USA, is that if you can prove something on paper, even though, it is not practically true, the document stands, if you have enough witnesses.
If your boss is doctoring up and fabricating the skills of those people and he can prove it on paper, plus has witnesses to ascertain that those workers deserve the cash, you really can't do anything. If that was the case, then I would be looking for a different employer, so as not to be associated with an unscrupulous boss and his/her business.

This is how govt managers work. When budget time comes around, you have to exaggerate. They never give you what you want, so you have to blow smoke to get what you need.
If you need ten dollars and ask for 10 dollars, you might get 8. So you ask for 12, and you get 10 and you're happy.
This is how politicians say they're going to cut govt spending.
You boss isn't breaking any law, he's just playing the game.

I hate to say it but having been in a budget position in the military, it is a fact you have to blow the budget's needs way out of proportion if you wish to have any hopes of getting the bare basics you need to get by.
It's one of the reasons I don't like working for the gov't, because it would appear to a point you have to be unethical to survive, it doesn't exactly teach a fine example, the only question remains is where do we draw the line?

He's a government "worker". By that alone he sould pay back any money he gets from his "job". Government jobs are basically work for welfare for those who cannot make it in the private workforce. Soon you will see this is true and if you have any self respect you will leave you "job" and go to work for a profit and compete in the marketplace where the strong survive and the weak go to the government for a handout... er..."job".

yes , due to false information if they really dont have tos exagerated skill he says they have he is lying to the state or goverment which makes it a felony it would be like lying to a police officer
