The black streaks are mold formed along the joists for 2 reasons: lack of a vapor barrier in the attic, and or the lack of insulation. The cold will cause condensation along the joists, then leading to mold formation. You have to deal with the original cause in the attic first otherwise the mold will come back. Please disregard the fear mongers saying this is very dangerous or that you have to get out. The mold is no different from what you get in your bathroom. Deal with it but without panic. Good luck.

You have a problem with the vapor barrier the attic and are getting condensation. In turn causing mold/mildew. ALL mold is black very few molds are major heath danger. Clean it with some diluted bleach. You need to fix the problem in your attic in addition to the vapor barrier you need to make sure the attic space is vented properly to avoid having this problem return.

Probably mold. It can cause VERY serious health issues, so get it looked at by an expert, and don't go back til they give the OK.
