You don't say how old you are, which makes a difference to the answer. The short answer is that it is abnormal to have pain when you urinate, and abnormal to have vaginal irritation. I suggest you look at a drawing of the female anatomy so you can tell what I'm talking about here. A pretty good one is at

OK, so the first thing is that the external genitals of a female is called the vulva. The vagina is actually inside the body, and the opening to the vagina is between the lips of the vulva. The lips are called the labia.
If you spread the labia apart with your fingers, you will see "the little thing the size of a pea" in the front. That is probably your clitoris. Right behind the clitoris is the opening of the urethra, the tube which brings the urine down from the bladder when you urinate. It can sometimes be hard to tell whether it is the clitoris, the urethra, or the labia which is painful, although it sounds in your case like it's probably the urethra.
Further back is the opening of the vagina. This is usually small in young girls and enlarges after puberty. Sometimes it is the vagina which is irritated, rather than the urethra. This is usually but not always accompanied by a discharge.
Anyway, for symptoms like this, I recommend that you go to a doctor for evaluation. They should check your urine first, which can usually be done in the office. Sometimes that will explain your symptoms and you will not need to be examined.
Sometimes, though, you will need an examination of your abdomen and vulva. The examination will not hurt, and if you're not scared it's not terribly embarrassing. If you are a child, your family doctor or pediatrician is a good choice for this exam. If you are an adolescent, sometimes a specialist in adolescent medicine is a better choice. If you are uncomfortable with your doctor (e.g., if your doctor is male and you think you'd prefer to be examined by a woman), your doctor is still a good source of referrals. And, if you're a child or adolescent, you should ask one of your parents to take you to a doctor for this.

you could have an infection and it sounds like you need some education in the area of female anatomy and hygiene, no offense, but don't trust strangers who might give you all kinds of whacky ideas. The vaginal area is very delicate and imbalances among the good bacteria and bad bacteria can be caused by many different things, like wiping from back to front after you pee, or stress, or diseases. develop a good relationship with your doctor and don't switch doctors a lot.

Sounds like a urinary trac infection-common if you wipe the wrong way, wear really tight clothing and similar causes but like all infections it needs antibiotics. Tell your mom so she can take you to the doctor and drink lots of cranberry juice to help with the stinging while you get better

You need to see a doctor preferable a OBYN (gynecologist) professional doctor in the study of the female reproductive system and the disorders peculiar to it. You want to make sure it isn't something serious. I'm sure the doctor can give you something over the counter or prescribed to take care of it.

Possibly being the urine is acidic and maybe you have an irritation in that area and that is why it stings. You might want to consider seeing your doctor if it doesn't clear up.
