You're better off getting a new computer. To run Vista, you'll need more ram (1-2GB), a faster processor, and a DirectX 9 graphics card. Technically, you could upgrade your current system, but it would cost as much as buying a new value system that can run Vista Home Premium out of the box.

Your system if you got it as is without upgrades:
256 MB PC2100 DDR Memory
80 Gigabyte Hard Drive
Intel Extreme 3D Graphics with 64MB Shared Memory
48x CD-RW Combo Optical Drive
Recommended Requirements For Vista Home Premium:
1 GB of system memory
40 GB hard drive with at least 15 GB of available space
128 MB of graphics memory (minimum)
DVD-ROM drive
To Run Vista Home Premium you would need a bare minimum of 512 Meg of Memory, your hard drive is fine.. the graphics card integrated into your computer would be too small and slow for a decent presentation. Vista Home is available in CD, but at the store its available in DVD.. only.. though you can order it from Microsoft. Being your computer does not have an AGP slot on it.. unless you ordered yours special.. there is no way to upgrade your video card.
You can download and run the Vista Upgrade Advisor and check for yourself, but my suggestion, I'm sorry to say would be to stay with what you have or get a newer computer.
I'm running Vista Home Premium with 1Gig of Memory, and a 256Meg Video card.. Geforce7600 that runs about $100.. I wish I had more memory.. 1 Gig I think is the minimum.. despite what Microsoft says.

Are you sure you want to upgrade to an unproven system by MS? Usually it takes them about a yr or so to fix all the major bugs by releasing a major "patch" or basically a new OS in most cases.
Furthermore, whenever there is a major new OS, nothing you have will work with it. Software, hardware, ect. Because those manufacturers need time to issue upgraded software & drivers to be able to function with the new system.
As for knowing if your upgradeable.... you will need to know more than the model # of your pc. You will need to know the actual spec's of the installed hardware. I'm sure that MS has a OS checker on their site to determine compatibility.

Not without adding more ram. Vista needs 512mb and your system supposedly has half of that. Vista also needs 32mb of video memory and your system lacks an AGP slot....you'll probably need a PCI video card too. Luckily both are cheap.
Good luck!

You should download Microsoft's Windows Vista Upgrade Advisor program. This tells you which hardware, drivers, etc. can work/not work after the upgrade.
You can download it here:

Be advised that if you upgrade to Vista, most of your software and drivers will no longer work.
