start-->run--> msconfig--> startup
clear all those programs that you dont know what it is meant for
restart
now run a good antivirus software to eliminate the virus
also ad-aware also to remove all malwares - freeware
U can also use "startup controlpanel" a freeware instead of msconfig

I had this same problem due to a virus, you probably have the same problem so first I would run anti-virus.
Second, there is a file that you can run that I have from some website that I forgot. If you want the file email me (webmaster@lukeishere.com) and I'll send you the file. You double click it and it should allow it again.

Well, you probably need to do system restore.
I don't really see how task manager could get disabled, unless you are running XP, and you told it to disable it.
do restore.
