it's in the mid-90s since the characters were born in 1980. you're right, their clothes look modern, like the ones we'd were now. don't think they thought about that... Kayden's right, muggle things won't work in Hogwarts. remember Ron or Hermione saying that Colin Creevy must've bewitched his camera to work inside the school.

Harry Potter is set in modern times. The books are supposed to span his life at Hogwarts over 7 years at school. The candles and all the other "old" things at Hogwarts represents the fact that the magical world is an old one and doesn't need the modern trappings of the "Muggle" world. Why turn on a light when you can use magic to light a candle?

Harry Potter is basically fantasy, just like Peter Pan. It begins in a particular time period, modern day, and then reverts to fantasy. The Hogwart Academy is only for training magically gifted children, perhaps that is why the set inside the school has candles and other objects that suggest a supernatural feeling. Remember Harry was asked to join this school because of his parents, who he later finds out did not die in a car crash.

Harry was born in 1980, so he'd have started attending Hogwarts in 1991.
Hogwarts is run on magic, not electric -- I beleive I read at some point that nothing 'muggle' works on Hogwarts grounds.
