Uncle Sam is a fictional figure-head type icon for the US Government which in some cases, the US Military does try to use to advertise joining the Armed Forces.

The name "Uncle Sam" was taken from the combination of the initials "U.S." and from the supplier of meat to troops in New York during the War of 1812, Samuel Wilson. The troops kept referring to the supplies labeled "U.S. meat as "Uncle Sam's Meat" so the name stuck. The 87th Congress passed a resolution recognizing Samuel as the originator of the nation's symbol, Uncle Sam.

As for the image of Uncle Sam, that was created by political cartoonist Thomas Nast, who also was responsible for the Donkey and Elephant symbols for the Democrat and Republican political parties.
