The first step to stop procrastinating is to be aware that the reason you are doing: It is because you have a lot of homework and that's very stressful. It is painful, and so you delay doing your homework until late at night. Also, there are lots of other fun things to do (talking on the phone, watching tv, etc.) that you are compelled to do. So, it's like a double-whammy, forcing you to procrastinate.
However, one way to stop procratinating is to be aware of what you are doing at any given time. The more aware you are of what you are doing, the more likely you can gain some control. For instance being aware of the fact that the further away something is in the future the less importance it has. And vice versa, the closer to the present it arrives, the more intense it feels. Take homework and watching a dvd. When your homework is due a week from now and you have a dvd in hand, most likely you will watch the dvd.
Second, after you are aware of your behavior, you must decide. Making good decisions is "half the batlle." You must decide if what you are doing is in line with what you want.
Once you have decided to do your homework early, energized you behavior. "Jolt" your nervous system by tensing your muscles quickly. This will provide you body with the temporary energy it needs to take action.
Good luck.

school work helps you learn and homework gives you practice on what you learn. Just so ya know, I've been down the procrastination road before and the result of it wasn't very nice! Anyway, actually doing your HW increases your chance of getting better grades and memorizing all the formulas in math. I dread HW too, but I start on it soon after school, and sometimes I stay up REALLY late, sometimes at 1:00 in the morn! My mom is getting tired of my staying up late. The lack of sleep decreases your chance of learning and focusing at school the next day...so if you ever want to succeeed in life, DO YOUR HW! It pays off in the end...trust me!

try breaking it up into little fragments of time. i find that when you only have to do something for a short time, it's not so dreadful. for example, if you have 1 hour of homework, do 15 min from 4-15, then take a 45 min break. then do another 15 min from 5-15. knowing that you only have to make it though 15 min and then you can do something fun should make you dread it a lot less.

what i do is listen to music while doing my h/w, so i can tune out the outside world and let the part of my brain that gets distracted get lost in the beat while i can answer the pointless, endless questions. Also, I set a rewards system. If i do this amount of work, I can talk on the phone for this long. It's no use going cold turkey, just keep the music on to remind you what you're supposed to be doing.

Make a schedule and stick to it religiously. Say, homework from 7 - 9 (with short breaks every 20 mins), and promise yourself you will do something you enjoy, later, when it's done. Set many small goals, and mark them off as you finish them.

I AM TOO...only thing that I have found to stop myself doing this is to make lists. I use a secretarys steno book. I drink my coffee and priorities my items. Then challenge myself to achieve 90%. It has helped me. I guess if I can cross them out on a list then I feel like I accomplished something. The goal then becomes the list and not the tasks.

Make serious rule, no TV or whatever before you finish your work. So now you won't be procrastinating, you would actually be breaking a rule you created, lets call that a bigger offense.
