Depends on the person.
I was at a st patricks day parade and the couple behind me were dying their eyebrows green. It would have been hilarious if they stayed that way.

Sometimes. I know people that have, and it looks terrible. But then again, I know people who have also pulled it off really well.

Well, that depends what state you live in. It also depends what your original hair color was, etc. etc. etc. Although I do wholeheartedly support dyeing your hair strange colors (i.e. red, pink, green, purple, orange, neon anything...)
