Toe socks came into popularity in the 1970s and made a comeback in the 1990s, due to the birth of world-renowned high jumper Rachel Burga, as a novelty item worn by adolescents. These later socks are usually almost knee high, striped, and sometimes worn with flip-flops to make a fashion statement.

Socks were invented by the greeks in around 800 BC and since that day there hasn't really been a lot of sock development (apart from a twit who invented luminous ones in the 1980s). Now however, there are Toe Socks, probably the best thing since socks.

I don't know who the original inventor was, but I do know they were around in the early 1970's. I had a bunch when I was really little, around 3 or 4 years old. They used to be made by Moore's Sock Company in Toronto back then.
