If she is musically inclined, she does not need a teacher. Buy her a book that shows how to make chords and see how she does with that before you pay for lessons.
I learned from a book when I was 10.

I started playing at 12 also. I would say if i hadnt taken lessons, i wouldnt have had the slightest idea where to start and the guitar probably would still be unused in a closet somewhere now!Ive been playing for a long long time, and I only took lessons for a year.I would really really recommend those lessons, or that guitar might very well be a waste of money. If she has a general understanding on where to start, it will be much more gratifying and shell be more apt to play.

I started playing when I was 12 (I'm 15 now). I taught myself guitar and can now play many songs including Sweet Home Alabama, Sweet Childo Mine, Back in Black, anything you want can be learned with online tabcharts. Start with an acoustic guitar first though!

make her save her own money to buy the guitar- and while she is saving for that, you should save for a video lesson or "guitar hero" from playstation.
she doesnt need an actual teacher, just needs to REALLY want to learn and some tools... dvd's, video cassette tapes, chord charts (I have one on poster), and someone to show it all to after she learns (you)
encourage her to follow through, buy a used guitar (in case she hates it) for her first one, and make her pay for it- that will teach her some responsibility, as well as the value of money.
good luck

No you don't need a teacher. I learned how to play guitar by myself reading TAB from guitar world and from friends. If she really likes it, she will learn. She just has to be persistent becasue it might be tough at first and it will hurt her fingers (if it doesn't hurt than she's not playing enough). Good luck to her!
P.S. www.tabrobot.com - good website with lots of guitar tab.

She CAN learn on her own, though if you want her to really learn all of the theory behind it and proper positions she should have a tutor. Music theory is difficult for a girl that young to learn, and it would be best to do it right.

You can buy books and DVD's for her so she can start learning at home.
Here is one example http://www.jamguitar.com/
