I always hated outlines. I usually read through the stuff first and then decided on a certain number of things to do the paper on. for instance, since it is a 15 page paper I would probably say about 10 different sub-topics. Divide up by time periods, culture, and location. Once you have a vague notion of where the paper is really going start on your introduction. "Palistine and Isreal are located... the peoples who have inhabited these lands have been neighbors for untold centuries... they've never gotten along because of fundemental differences in their beliefs... can anything bring this warring region to rest?" Something like that. Remember the most imporant thing about intros, you don't need many facts, just a lot of bu(($h*t. Good Luck!

Outline the past and current issues. Make the point of your paper your ideas for handing future issues. One page each. If a particular (or 3 leaders) were responsible for most of the activities, then that helps break down how you're going to approach the subject.
