well in australia here we go to a place called
the registrar office - where they have birth, death and marriage certificates
apply for the papers and pay the small cost and they send it out to you - simple

She can do this by looking on the internet for the Bureau of Records for the state of Virginia. There will be a listing of where to send for that certificate and the cost. She will then mail the form and her money and a self-addressed, stamped envelope. They will send back a copy of her decree.

She should contact the Clerk of the County where the divorce was granted. Phone the court house, ask for the Clerk of the Court. She'll probably have to pay for it.
