It could mean a lot of things - that he doesn't want to deal with confrontation, that he's afraid the employee will retaliate, that he's getting a piece of the action........

It means that the manager is not serious about his job.......He should be reprimanded or even "FIRED" for not doing his job.....Pretty soon everybody in the store is going to be stealing.......If they aren't now.......

This could be what is commonly referred to as favoritism, I think it would be the term you were looking for but one should be careful in this analysis because it's not always the case.
