Not necessarily. Not to be gross, but if you have a large stool then it can rip the lining of the Collin a little and cause the blood on the tissue or in the toilet. Constipation can also have this effect when you can finally go number 2.
It really isn't unusual at any age, however if there is a lot of blood or happens EVERY time she goes number 2 then she may want to reduce the fiber in her diet or start drinking some prune juice as it will loosen the stool a little.
Best thing to do for her is for her to see a doctor about it as it could be another issue that COULD be serious.

she probably has a fissure. its just a small tear in the anal tissue lining. it will cause a small amount of bright RED blood to appear when you are finished. she could also have a hemmeroid. Now if it were bright red blood and it filled the toilet then you need to get her to the emergency room. If the blood is dark red and is brownish then it might be a problem up higher in the bowels. You will need to go see the doctor. And if your bowel movement is Black then you really need to see the doctor (not dark brown but black) it means that there is blood in your stool and its dangerous.

Serious illnesses can still be possible at any age and blood in the stools especially every time could be serious.
There are more minor things but both should be treated. loosing blood at every bowel movement can lead to additional problems and should not be ignored no matter what the cause.

It would be better for your friend to seek medical advice. It could be nothing serious (she's very young) but I don't think it is 'normal' to see blood every time she goes number 2. So for her peace of mind she should just tell her parents about it and they will help her take care of it.

sometimes blood in feces can be related to something red in the diet-- tomatoes for example-- or certain drugs can change the color. a more serious cause would be colon cancer but that would be rare for a 14-year-old. if it is a concern your friend should contact a doctor.

Im 24 now and have had this for quite sometime now and i think it maybe that its just too big and it may tear a little or it could also be hemeroids, not a prof but i have had both and they both cause bleeding in the area

It could be as serious as intestinal bleeding or as simple as her pushing too hard when she has a bowel movement. It would be best for her to have it checked out.

She could have stools, or it could be her perenium area might have a slight tear which keeps opening when she opens her bowels
